Research Presented at the National Solar Conference 2023: The Specter of Solar NIMBY

This presentation was delivered at the National Solar Conference of the American Solar Energy Society in Boulder, Colorado in August 2023. The Specter of Solar NIMBY: Personal Encounters and a Research-Based Response, reported on work by Jill Cliburn and Colter Adams for Cliburn and Associates in April–July 2023, analyzing early public comments regarding a proposed 100-MW solar plus storage project in Santa Fe County, NM. The study included a survey of the literature pertaining to opposition to large-scale solar development nationwide and provided original research on innovative methods for taking in and understanding public input related to proposed solar and storage developments. New methodologies tested used "artificial intelligence" (AI) tools to improve the review of the volume of public comments that this project and others like it typically receive. Specific AI tools included geographic mapping, word cloud, and Chat GPT analysis. The latter was used to investigate common themes, likely sources of information used by comment authors, and the prevalence of falsehoods or emotionally charged language.

Public Webinar and Presentation on Urban-Adjacent Solar Plus Storage (2023)

As part of our work initiating a citizens' resource center to better understand and assess urban-adjacent solar, Jill Cliburn co-presented a webinar for the Santa Fe Green Chamber of Commerce in August 2023. She was joined by Abbas Akhil, an industrial engineer and Principal in Renewable Energy Ventures, LLC. Akhil had served as a staff scientist at Sandia National Labs, as a utility engineer for PNM, and as Representative (Albuquerque) to the New Mexico State Legislature. He has authored guidebooks on energy storage technology and directed projects nationwide, including a current project at Picuris Pueblo. The webinar was not specific to any one proposed project, but focused on clarifying aspects of solar and storage design and safety, which are top citizens' concerns.

Abstract on High Net-Value Designs

There is an overlap between strategic solar design, discussed on this web page, and the net-value and financing analysis that is ultimately needed, in order to quantify the benefits that a specific solar project or program will bring. The CSVP GAP Process is a streamlined approach to these analytics, focused specifically on internal utility decision-making about solar acquisitions. As such, it encourages planners to revise and optimize their solar designs and fleet plans. This abstract is a brief introduction to the CSVP GAP process, including how it helps optimize solar design. Readers will find more details in the Net Value Assessment & Pricing section (6) of this Solutions toolkit.
